The existence of a good legal documentation and library is an absolute requirement for conducting legal development in Indonesia. This became a thought regarding the importance of the existence of a Legal Documentation and Information Network (JDIH) for the first time which was put forward at the Third National Law Seminar in Surabaya 1974.
